The water lowers the boiling point of the brake fluid and causes the brake parts to corrode and rust on the inside. This accumulation of crud inside the master cylinder, brake calipers and wheel cylinders can cause brakes to stick on and can cause fluid to leak out. Brakes that stick on can catch the vehicle on fire. Brake fluid that leaks out WILL cause the brakes to stop working.
